Spain's defence minister has called on all political parties to back her call for a "stable and lasting" budget to help the country's military spending move toward the NATO target of 2% of GDP. In a wide-ranging address to the Senate's Defence Commission, Maria Dolores de Cospedal also confirmed that payments for key re-equipment programmes that were blocked last year will be added to the 2017 defence budget.
