Israel's State Comptroller released a scathing report on 28 February criticising the defence establishment's preparations to counter the tunnel tactics that were adopted by the Palestinian militant group Hamas before the 50-day Operation 'Protective Edge' conflict in mid-2014. It was known in the run-up to the conflict that Hamas militants in the Gaza Strip were digging tunnels under the border that would enable them to infiltrate attack teams into Israel. Prime Minister Benjamin Netanyahu and the defence establishment even classified the tunnels as a 'strategic threat' in 2013, according to the report by State Comptroller Joseph Shapira.
