"Traditional conflict, as we understand it, has changed," he said, adding, "The 'new' enemy forces - for example of the type we see in the Middle East and elsewhere - are smaller, more agile, more elusive, more technologically adept, and fight asymmetrically. Even if you are fighting another army in the traditional sense you are facing forces equipped with technologies that were [previously] usually reserved for elite units. Further, you are, more often than not, required to engage this enemy in far more complex scenarios, such as urban terrain, where the obligations of international law can restrict the way you implement your capabilities."
