The European Union (EU) should move towards common-owned military assets, including some for the EU itself, European Commission (EC) president Jean-Claude Juncker told the European Parliament in Strasbourg on 14 September. "Soft power is not enough in our increasingly dangerous neighbourhood. Europe needs to toughen up. Nowhere is this truer than in our defence policy," he declared as part of his annual State of the Union address.
