NATO has appointed Rose Gotte-moeller as Deputy Secretary General: the alliance's second-highest position. She took up the new position on 17 October. Having moved between senior US government posts and leading think-tanks for the past 20 years, Gottemoeller has a long career in arms control and verification. Fluent in Russian, she was chief negotiator of the New START (Strategic Arms Reduction Treaty) in talks with Russia, starting in 2010.
