While the 12 February ceasefire agreement brokered by Belarus in Minsk between the leaders of France, Germany, Russia, and Ukraine offers hope that the conflict in Ukraine can be brought under control, neighbouring countries must consider the increasing likelihood that hostilities will reignite and intensify, much as they did after the October 2014 Minsk agreement. Given a long history of often troubled relations with Russia dating back to well before the breakup of the Soviet Union and the eastward expansion of NATO, concerns persist among the frontline states of the Czech Republic, Estonia, Hungary, Latvia, Lithuania, Moldova, Poland, Romania, and Slovakia over the potential for regional spillover from a renewed 'hot' war in Ukraine.
