Strategic assets such as pipeline and rigs for oil and gas, power stations, ports and harbors are vulnerable to terrorist and criminal threats, as well to cyber warfare. Such infrastructures have a high economic and political value, and the low probability of detection of threats. The relative anonymity and sensitive geographical locations of many of these infrastructure environments make them attractive targets. The potential immediate and long-term economic, environmental and political consequences that can emerge from an attack on such infrastructure, and the potentially high cost in human lives, requires governments to forge a holistic approach to address the complexities of such challenges.
