Indian Army modernisation is impeded by a financial crunch, limited local production of defence equipment, and extended delays in procurement, India's parliamentary committee on defence declared on 27 April. In a report submitted to parliament, the committee stated that "critical shortages" in the army included ammunition, missiles, artillery guns, and infantry weapons. Engineering equipment, anti-tank systems, and armoured recovery vehicles are also in short supply, it said. The committee explicitly highlighted the chronic shortfall in body armour - a shortfall of 186,138 jackets - that has persisted since 2009 but is nowhere close to being met.
