The Indian government has withdrawn excise and customs exemptions previously available to state-owned defence enterprises, with the aim of promoting greater competition in India's defence industrial base. Amendments to Indian excise and customs laws, which came into effect on 1 June, remove long-standing measures that effectively gave a price advantage to defence public sector undertakings (PSUs) and the Ordnance Factory Board (OFB) when bidding against rivals from the private sector. A Ministry of Commerce and Industry statement said, "This will provide a level playing field to domestic private players bidding for government contracts by taking away the strategic advantage with PSUs for quoting lower rates in open bids."
