摘要

On 28 February the Indian government released details of its 2015/16 union budget: the first full budget to have been published by Narendra Modi's Bharatiya Janata Party (BJP) since its election in May 2014. Under the announced plans total funding for the Ministry of Defence (MoD) increased by 10.2% from INR2,746.9 billion (USD42.9 billion) to INR3,027.3 billion, returning the defence budget to the double-digit growth rates that became customary between 2008 and 2011. Perhaps more crucially, accompanying medium-term plans suggest that elevated levels of growth are likely to be retained over the next two years. There are signs, then, that the period of slower, occasionally erratic increases in Indian defence spending seen since 2011 may be drawing to a close.
