Protests against awards by the US Department of Defense (DoD) increased by 85% from 2008 to 2014, although their success rate has fallen from 3.6% to 2.6%, according to a new report by the Congressional Research Service (CRS). CRS, an independent agency operating within the Library of Congress to provide non-partisan reports for Congress, looked at trends in bid protests for the DoD and civilian agencies. Protests against DoD bid selections accounted for about half of protests in 2014, according to the report.
