Japan's Ministry of Defense (MoD) has confirmed to IHS Jane's that it is promoting the establishment of industrial partnerships between Japanese and international firms to build submarines to meet Australia's requirement to replace its existing Collins-class platforms. A spokesman from the MoD said on 29 July that the project to form collaborative arrangements is being led by Japan's biggest defence manufacturer, Mitsubishi Heavy Industries (MHI), constructor of Japan's Soryu-class submarine, which is considered to be a contender for the Australian contract.
