摘要

Norway's security situation has fundamentally changed in recent years as a result of the deterioration in the security landscape in and around Europe. Through the annexation of Crimea and subsequent 'hybrid war' in Ukraine, a more assertive Russia has challenged the 'deep peace' in Europe and demonstrated a will to use its military power to reach strategic and political ends. Meanwhile, Russia's defence transformation has exposed the asymmetry in the Norwegian-Russian military balance. At the same time, the geo-economic and geopolitical significance of the Asia-Pacific region is increasing - a shifting power dynamic that could affect the willingness and ability of the United States to maintain a visible and credible engagement in Europe; the Islamic State's rapid advance in Syria and Iraq has undermined the stability in large parts of the Middle East and constitutes a terrorist threat that reaches far beyond the region's borders; while cyber attacks and long-range missiles are also negating the protection previously imparted by geographical distance.
