NATO foreign ministers approved a series of punitive measures against Russia in response to its military intervention in Crimea and agreed to significantly boost defence co-operation with Ukraine at a 1 April meeting in Brussels. Declaring that Moscow's actions in Crimea and against Ukraine have "gravely breached the trust upon which our cooperation must be based", the ministers agreed to suspend all practical civilian and military co-operation between NATO and Russia, effectively freezing their bilateral forum, the NATO-Russia Council. "All options are on the table, and we're under no obligation now to tell Russia what we may or may not do," a NATO Russia policy official told IHS Jane's after the meeting. "Why should we? They trashed all the documents, all the rules."
