Murad Bayar, who led Turkey's defence procurement agency for 10 years, was removed from office on 27 March, the country's official gazette announced. One of Bayar's former deputies, Associate Professor Faruk Oezlue, has been appointed as the acting head of the procurement agency - the Undersecretariat for Defence Industries (SSM). Bayar, meanwhile, has been appointed as a chief counsellor to the Prime Ministry's Office, a move seen as a demotion. Bayar played a critical role in the major shift in Turkey's defence industry policy in 2004 from one based on the joint production of arms with foreign companies, to one based on boosting Turkey's then-poor defence industry base by placing greater emphasis on the local production of arms systems.
