Vietnam introduced new procurement rules from 1 July to encourage partnerships in international bidding programmes, although major defence purchases are still likely to circumvent open tendering practices. The Law on Bidding - or Law No. 43/2013/QH13 - supersedes procurement legislation introduced in 2005 and affirms Vietnam's preference, wherever possible, to source defence equipment from local manufacturers that are partnered with foreign companies.
