The government of Azerbaijan has inaugurated a new shipbuilding facility at its coastguard base in Turkan, near Baku, as it seeks to implement its Maritime Security Strategy (MSS). The MSS was approved by President llham Alyev on 11 September 2013 with a view to enhancing border protection and tackling possible threats to Azerbaijan's hydrocarbon fields, wells, production facilities, and underwater pipeline systems in the Caspian Sea. President Alyev participated in the inauguration ceremony, underlining the facility's role in implementing the full reconstruction and upgrading of all border patrol ships to enhance Azerbaijan's maritime border protection capability.
