NATO is "not well-prepared for a Russian threat against a NATO member state", the influential UK Defence Select Committee warned on 31 July. The report comes in the wake of Russia's annexation of Crimea and continued proxy involvement in the ongoing conflict in east Ukraine. "Recent events in Crimea and eastern Ukraine should be a wake-up call for NATO and the UK," the committee said, adding: "Events in Ukraine, seen in the context of the massive cyber-attack on Estonia in 2007 and the invasion of Georgia in 2008, represent the existence of a strategic threat to NATO, a threat that many had thought had disappeared with the end of the Cold War." Recognising this threat, the committee warned: "A Russian unconventional attack, using asymmetric tactics (the latest term for this is 'ambiguous warfare'), designed to slip below NATO's response threshold, would be particularly difficult to counter." The committee does, however, note that either a conventional or unconventional attack on a NATO member is "currently unlikely".
