US and Afghan government agencies lack feasible plans to keep electricity running in Kandahar, according to a report from the Special Inspector General for Afghanistan Reconstruction (SIGAR). In 2011 US officials determined that supplying electricity to Afghanistan's second-largest city, located in the south, was "a top counter-insurgency objective" and, therefore, Washington has heavily subsidised diesel fuel for generators run by the Afghan Public Utility (DABS) to produce electricity for Kandahar in order to promote stability and a general confidence in the government. However, that subsidy is slated to end in late 2015 and Kandahar is not scheduled to receive service from a planned new power grid until 2018.
