Japan's 2014 defence White Paper, published on 5 August, has outlined reforms aimed at strengthening indigenous capability in the defence industry and procurement system. The reforms include greater flexibility in defence contracting methods, the classification of defence industrial capabilities, and an undertaking to expand research and development (R&D) partnerships. The White Paper also underscores the industrial significance that Japan places on its programme to purchase the Lockheed Martin F-35 aircraft.
