Iranian officials have said that Russia has offered Tor short-range surface-to-air missile systems in an apparent attempt to end the dispute arising from its cancellation of Tehran's S-300 order in 2010. "The proposed substitute, the Tor anti-aircraft system, will be unable to fulfil the S-300's functions," Iran's ambassador to Moscow, Mahmoud Reza Sajjadi, told reporters on 10 June. He added that negotiations continued and that "Tehran and Moscow may hopefully reach agreement on delivery of the S-300 missile system".
