By the time Philip Dunne was appointed minister for defence equipment, support, and technology in September 2012, the UK Ministry of Defence (MoD) was already knee deep in reforms that could soon transform its procurement arm into a commercially led organisation. Responsible for buying and supporting all of the United Kingdom's military equipment, the Defence Equipment and Support organisation (DE&S) is now one year away from either being streamlined and revamped as 'DE&S +', or more controversially - and in a world-first - being reborn as a government-owned, contractor-operated body (GoCo).
