India's Comptroller and Auditor General (CAG) has censured the federal government for manifestly ignoring Defence Procurement Procedures (DPP) in awarding the EUR560 million (USD744 million) contract to Agusta-Westland for 12 AW101 VIP helicopters in March 2010. In its 38-page report, tabled in parliament on 13 August, the CAG revealed that field trials conducted in the UK in 2008 were not on the actual AW101 platform on offer. These took place on 'representative helicopters' - a Royal Air Force Merlin HC. 3A and a civilian variant - as well as on a mock-up of the passenger cabin, given that the AW101 was still under development.
