India has completed just 18 defence offset contracts since the policy was introduced in 2005, with many of them subject to penalties, figures issued by the Indian Ministry of Defence (MoD) on 20 August show. The figures, cited in a parliamentary reply by Defence Minister A K Antony, are slightly at odds with previous MoD statistics - in August 2012, for instance, the MoD said 19 offset contracts had been completed - but they are notable in that they provide indication as to the extent that contractors are incurring penalties while discharging offsets.
