Mandatory spending cuts have hampered US Air Force (USAF) efforts to rebalance and bolster capabilities in the Asia-Pacific region while also curtailing training opportunities with partner nations, the US Pacific Air Forces (PACAF) chief said on 18 September. "The sequester is slowing us down... but it's not stopping us," PACAF Commander General Herbert J Carlisle said during a presentation at the Air Force Association's annual air and space conference in National Harbor, Maryland.
