The US federal government shut down its 'non-essential' services on 1 October after Congress failed to agree on even a stop-gap measure to appropriate funding, and the Department of Defense (DoD) is now working to determine exactly which functions it can continue.Combat and security operations are to persist as these are considered 'excepted' missions and so will not lose funding. Moreover, President Barack Obama late on 30 September, as Fiscal Year 2013 (FY13) budget legislation was expiring, signed into law an exemption to pay active-duty military personnel regardless of how long the shutdown lasts.
