Over the years India has created a vast defence industrial base (DIB) made up of nine giant Defence Public Sector Undertakings (DPSUs); 39 Ordnance Factories (OFs) (plus two in the making); a small but growing number of private companies; and a network of 52 high-technology research establishments beneath the defence ministry's Defence Research and Development Organisation (DRDO).However, this effort has not triggered high-levels of indigenous production and self-reliance. Defence Minister AK Antony reported in August that defence materiel worth INR496 billion (USD7.9 billion) had been imported in 2011. Antony had, in 2009, lamented the fact that 70% of India's materiel came from abroad.
