Spain's defence budget for 2014 has been labelled a "fraud" by opposition parties, which anticipate the government approving further spending during the coming year. The government has already suggested extra money will be needed by the summer. That would make it the third year in a row it has resorted to a top-up credit to help pay off outstanding debts on the country's key re-equipment programmes. Speaking during the 12 November parliamentary debate on 2014 MoD spending, the defence spokesman for the main opposition party, the Socialists (Partido Socialista Obrero Espa-nol), called this way of handling the budget a "legal fraud". The spokesman, Diego Lopez Gar-rido, said the money allotted to defence within the general budget did not cover the actual costs incurred by the MoD.
