Brazil's joint National Defence Committee was warned at a public hearing on 7 November that the military is facing a shortfall of BRL13.7 billion (USD5.9 billion) in the projected 2014 budget. The overall proposed defence budget for 2014 is BRL72.9 billion: the fourth largest out of Brazil's ministerial departments. However, nearly 70% of the funding is committed to staffing costs. The commanders of the navy, army, and air force told lawmakers that the budget allocated for expenses other than personnel was less than the 'minimum requirement' needed for routine operations.
