The United States has threatened to withdraw all its forces and cut aid to Afghanistan if a security agreement, negotiated last month, is not signed soon by Afghan President Hamid Karzai. US and Afghan officials reached a Bilateral Security Agreement (BSA) earlier in November that could shape the US' and NATO's post-2014 mission in Afghanistan. However, Karzai has since said he will not sign it until after Afghanistan's presidential election in April and after new measures were promised. Karzai's threatened delay appears to be an attempt to gain concessions from Washington and perhaps gain popularity in Afghanistan, as both the Karzai and US President Barack Obama would like some US troops to remain and support the fledgling Afghan National Security Forces (ANSF).
