NATO expects a renewed commitment to capability development among the 28 allies when their leaders gather for the alliance's summit in Chicago on 20-21 May. "I expect solidarity to be a key theme in providing the alliance with the capabilities required - even in these tough [financial] times," NATO Secretary General Anders Fogh Rasmussen, told reporters in Brussels on 2 April. "We must develop the tools that NATO needs. This is a vital goal not just for this summit but for the years ahead."
