Diplomatic efforts aimed at resolving a naval stand-off between Chinese and Philippine vessels in the South China Sea were showing signs of success as JDW went to press on 13 April. Talks between senior officials from both governments appeared to be taking the heat out of the confrontation at the Panatag Shoal (Scarborough Reef), which began three days earlier when the Philippine Navy's (PN's) new flagship tried to arrest a number of Chinese fishermen in the disputed waters.
