The EU's plan for a massive overhaul by 2014 of the continent's air traffic management (ATM) operations is facing a lack of sufficient involvement from Europe's militaries, according to senior figures close to the project. The Single European Sky ATM Research Programme (SESAR) aims to merge Europe's 42 separate ATM regions into a coherent whole, allowing faster and more fuel-efficient flight plans while boosting safety as Europe's air traffic doubles by 2030.
