Military tensions on the Korean Peninsula are running high fol-lowing a series of provocative North Korean attacks against its southern neighbour in 2010 and the collapse of bilateral talks on 9 Febru-ary. There is a real risk that the next localised clash could escalate.In response to this risk, Washington has agreed to postpone the transfer of wartime oper-ational control (OPCON) to South Korea until 2015, meaning that a US general will command all South Korean and US forces in the event of a confrontation with Pyongyang.
