The Libyan regime announced on 18 March that it would immediately cease all military action, dampening the need for international air strikes to prevent further civilian casualties caused by a government offensive to quell a rebellion. The announcement of a ceasefire by Foreign Minister Moussa Koussa followed the 10-0 approval on 17 March by the UN Security Council of a resolution providing "all necessary measures" to assist in ending nearly a month of violence in Libya.
