The rise in the killing of humanitarian workers during 2010 points to profound questions that confront aid agencies. As attacks on humanitarian personnel increase and aid becomes more politicised and militarised, we are witnessing a set of paradigm shifts that will deeply affect how organisations provide life-saving aid in war. As a result, the stakes could not be higher for humanitarian agencies and the victims of armed conflict.
