The reluctance of the United States to conduct offensive military operations in Libya has cast doubt on the veracity of many of the assumptions made by the UK government in its recent Strategic Defence and Security Review (SDSR), a senior Royal Air Force official said on 15 June. Speaking to the Air Power Association in central London, Air Vice Marshal (AVM) Stuart Atha, Head of Joint Capability and Officer Commanding No. 1 Group, said that the US' stance on Libya demonstrates that "the strategic calculus is changing" and that the UK and its NATO allies can no longer rely on the US taking the lead in operations. In developing its SDSR, the UK government and Ministry of Defence (MoD) made the assumption that, as has been the case over recent years, any UK involvement in future conflicts would be largely supporting a US-led operation.
