Colombian Minister of Defence Rodrlgo Rivera has announced the establishment of three agencies dedicated to Implementing the country's new cyber defence and cyber security strategies.A Cyber Emergency Response Group, known as ColCERT, is being set up to co-ordinate national cyber security and cyber defence issues at the policy level. ColCERT is to be advised by an interagency commission headed by Colombia's president and including representatives from the Ministry of Information Technology, the National Security Advisor's Office, the Security Administrative Department (DAS) and the National Planning Department.Rivera said the main cyber defence agency would be the new Cybernetic Joint Command of the Military Forces, which leads the country's defensive and offensive cyber operations and protects national and military information technology (IT) infrastructure.The initial budget to establish these capabilities has been announced at C0L16 billion (USD9.1 million).Moreover, the National Police will establish a Police Cybernetics Centre to protect and oversee Colombia's 4.4 million internet users.
