The US Department of Defense (DoD) and the executive branch are working through complications to determine what constitutes an 'act of war' in cyberspace as current policies do not appear to provide a definition. Also unclear is how the US might respond to hostile actions in cyberspace, with senators from both parties expressing concern during an 18 July hearing that the benchmarks for insubstantial attacks as opposed to preludes to war are too ambiguous.The issue was raised repeatedly during a Senate confirmation hearing for Madelyn Creedon to become assistant secretary of defense for global strategic affairs, a position that informs policies and strategies for nuclear deterrence, countering weapons of mass destruction, space and cyberspace.For her part, Creedon noted that the nascent cyber domain remains amorphous and threats can evolve rapidly so there can be a danger "in laying out red lines".
