The 27 EU nations have agreed to extend their mission in Uganda to train Somali soldiers for an additional year. The official extension should have come after the first anniversary of the mission in February but was delayed by the outbreak of war in Libya that month, which resulted in a delay in decision making, according to diplomatic sources. The 28 July decision by the Council of Ministers extends EU Training Mission Somalia (EUTM Somalia) for another two six-month training sessions. The security sector mission was launched with an initial pair of six-month training sessions in February 2010. Those were geared to basic infantry training under urban conditions for the national security forces (NSF) of the Somali Transitional Federal Government. The council's 28 July decision also designates Michael Bear, who is an Irish Army colonel, as EUTM's commander from 9 August. He takes over from Spain's Colonel Ricardo Gonzalez Elul.
