Thailand has finalised contractual negotiations with Ukrspetsexport, Ukraine's state-run military export agency, regarding the purchase of a second batch of 8x8-wheeled BTR-3E1 armoured personnel carriers (APCs) manufactured by the Kharkov Morozov Machine Design Bureau (KMDB). Ukrspetsexport said in a statement on 6 August that it will deliver 121 vehicles to the Royal Thai Army (RTA) at a cost of at least USD140 million. Funds towards the procurement are understood to be included in Thailand's 2011 defence budget, facilitating deliveries from 2012 to augment an initial batch that Thailand ordered in 2007 for a similar price. The initial batch consisted of 96 vehicles, but the Ukraine government agreed to provide another six free of charge as a goodwill gesture to the Thai government. The RTA took delivery of the first of these in September 2010 and others were delivered in April 2011.
