Libya's interim leadership and 63 of its international allies expressed support for a technical mission to assist with policing and other security issues in the country during a 1 September meeting, abandoning a UN plan to establish a peacekeeping mission. As the Paris meeting unfolded there were new signs from Libya that the battle for total control of the north African country was incomplete. Fugitive former leader Moammar Ghadaffi issued a second message from his hiding place warning that he was prepared to fight a long guerrilla war; his hometown, meanwhile, remained beyond the grasp of the rebels along with a number of other loyalist strongholds.
