Turkey's decision on 2 September to expel Israel's ambassador to Ankara and suspend all bilateral military agreements marked a new low in the already poor relations between the Eastern Mediterranean powers. The latest move came as the UN published a report arguing that Israeli commandos used excessive force during the incident in May 2010 when the Turkish-flagged Mavi Marmara aid ship bound for Gaza was boarded and nine Turkish activists died. Turkish demands for an official apology from Israel were rebuffed, with Israeli Prime Minister Benjamin Netanyahu expressing his government's regret but arguing that troops had acted in self-defence against "violent activists".
