Rocked by the collapse of a planned initial public offering (IPO) on international stock markets in May, state-controlled Russian Helicopters is now on firmer ground following a multibillion dollar deal with the government. The money is urgently needed to help Russian Helicopters meet the needs of Russia's armed forces and maintain its position on export markets where the country's helicopters remain much in demand. A new agreement on state orders worth up to RUB 120 billion (USD4 billion) has given Russia's helicopter-building industry a much-needed shot in the arm and the deal paves the way for deliveries to Russia's armed forces of about 140 helicopters each year between now and 2020. Implemented under the auspices of Russia's State Armaments Programme 2020 (SAP-2020), the latest deal continues a recapitalisation of Russia's ageing military helicopter fleet that is now gaining momentum. Signed in the weeks that followed the 2011 Moscow Air Show (MAKS 2011), the helicopter agreement echoes the new fighter orders announced at MAKS 2009: the first significant purchases of combat aircraft in Russia for about 20 years. The helicopter deal between the Russian government and Russian Helicopters' parent company Oboronprom is of even greater significance because it bolsters the one sector in Russian military aerospace that still truly shines in the export market.
