The EU is preparing to promote dual-use capability development through pan-European technical standards and co-ordinated multinational procurement. The efforts will support the creation of complex technologies for both military and civil authorities. "I am convinced that CBRN [chemical, biological, radiological, and nuclear] protection is the first area for increased civilmilitary synergies," Michael Sierber, project officer for research and technology at the European Defence Agency, told an 18 October workshop in Brussels hosted by the European Commission. "But we see other highly eligible topics as well, such as cyber-security or unmanned [air] systems (UASs)." The purpose of the workshop was to gather a final round of comments from industry and other stakeholders prior to the release in early 2012 of a new Commission proposal for an industrial strategy for Europe's growing but fragmented security market.
