The US is closely co-ordinating with other countries, its NATO allies and the EU to contain the risk of weapons leaking out of Libya to terrorist groups for use against civilian targets. Of critical concern are manportable air defence systems (MANPADS), thousands of which were stockpiled by deposed Libyan leader Moammar Ghadaffi, according to US officials. "There is no more urgent priority for my team. In the wrong hands, these weapons pose a threat to civil aviation," Andrew Shapiro, Assistant Secretary for Political-Military Affairs at the US Department of State, told reporters in Brussels on 14 October after talks at NATO and the EU. "In the short term this is an immediate problem whose urgency means that we are seeking bilateral contributions as soon as possible," he said, noting that his team has been directed by the White House and other branches of the US government "to do everything possible to address this threat". Shapiro was speaking after consultations with France, Germany and the UK at NATO and with EU security and foreign policy officials to co-ordinate the next steps on the ground in Libya.
