Sweden's defence reforms will culminate in a fully interoperable force with high readiness levels and an increased capability to participate in international operations, according to Defence Minister Sten Tolgfors. "We are clearly one of the most ambitious partner countries to NATO and Jaap de Hoop Scheffer [the former NATO secretary general] stated several times that we were perhaps the most important partner country due to our contributions to missions such as those in Kosovo and Afghanistan," Tolgfors said."We have also decided on a national clause of solidarity stating that when a neighbouring country is hit by some kind of threat - whether it is civilian or military - Sweden will not remain passive and we expect other countries not to be passive if something happens to us."
