Insurgent forces battling the nascent leadership of South Sudan are being logistically and materially supplied by Khartoum in an effort to destabilise the oil-rich border regions and upend the new government's authority and stability, a leading research institute said on 16 November. The Small Arms Survey (SAS) reported there was "strong circumstantial evidence" that two rebel forces - led by dissident former generals in the Sudan People's Liberation Movement (SPLM) - were receiving "small arms and ammunition" from Khartoum and other external sources.
