US Secretary of Defense Robert Gates has warned that NATO faces systemic problems related to underfunding and its members' recent tendency toward demilitarisation.rn"It is hardly two months into the new year, but we [NATO] already face shortfalls of hundreds of millions of euros: a natural consequence of having underin-vested in collective defence for over a decade," Gates said during a 23 February NATO Strategic Concept Seminar in Washington, DC.
