Belarusian President Alexander Lukashenko offered to provide a comprehensive defence system to Venezuela during a 16 March address to the Venezuelan Congress. The system is said to include S-300 long-range surface-to-air missiles (SAMs), Tor-M1 (Sa-15 'Gauntlet') SAMs and Igla-S (SA-24 'Grinch') Venezuelan air defence assets co-ordinated by a network of radars. So far Venezuela has acquired the SA-24s and has signalled interest in up to three batteries of Tor-Mi and a battery of S-300 systems.
